     A static IP address is one that remains the same all the time, just like the address of the place where you live. Static IP addresses require some special configuration to make them work. On your computer you must tell your modem via a networking configuration to ask for a specific number. At the server (our end) we must know that a particular IP address is yours for the asking, and keep it in reserve. Usually a static ip address is only required for things like secure servers, virtual private networks, or having your own mail server. There are other uses, but they are difficult to install and maintain, so most people don't need them.
