Red Eye is a normal phenomenon and is caused by light from the cameras flash reflecting off of the back of the subjects eye (the retina) and back into the camera lens. The resulting image will show the subject with red eyes because the retina is full of blood vessels and appears to glow red. Red eye in no way indicates anything is wrong with the subjects eyes.
If the flash is physically close to the lens (as it is in almost all compact type cameras) the flash light shines directly into the eye and straight back to the camera. Red eye is increased when the subjects pupils are wide open (as in a darkened room) which can cause more of the red eye effect.
